FL.MS AND PROPOSALS PO "THER PROCESS.

In its roport of the iny-session (Doc. 1.13) the Lavisory Committee draws up a very interesting programe of practical action, based on the result of enquiries and of its previous pork,

The discussions of that session have been particularly important also in view of the following proposals whicn were submitted to the Committee by the Delegation of

the United States of America:

1.

"If the purpose of the Hague Opium Convention is to be achieved according to its spirit and true intent, it must be recognised that tus use of opium for other than mouicinal and scientific purposes is an abuso

and not legitimate".

2.

"In order to prevent tho abuse of these drugs,

it is necessary to exercise the control of the production

of raw opium in such a manner that there will be no surplus available for non-meäicinal and non-scientific

purposes".

Those proposels vere, after a very fall oxamination, unanimously accopted by the Committee un recommended to the League of Nations as embodying the general principles on which the International Convention of 1912 is b. sod and by which the Governments should be guided.

All States concerned will undoubtedly be desirous
